01 · Service & status

Practical housing support.
Tools for more independence.

Right Step Living CIC (RSL) operates safe shared accommodation with structured, individually assessed housing-related support. Placement suitability and availability are considered individually, based on assessed needs, risk, compatibility and service capacity. Operating status does not in itself mean the service is commissioned.

01

Shared accommodation

The service operates from shared accommodation. Property suitability and management arrangements are considered alongside each placement.

02

Individually assessed support

Housing-related support is tailored to assessed needs, goals, risk, compatibility and available staffing capacity.

03

Referral-led decisions

Referrals are reviewed individually. Suitability and current availability are confirmed through the assessment process.

Current statusThe service is operating and considers referrals. Placement offers remain subject to individual assessment, compatibility, risk and current availability.
Community interest statement

Designed for community benefit.

The supplied CIC37 conversion declaration describes an intention to benefit adults affected by mental ill-health, substance misuse, neurodiversity, homelessness, transitions from the criminal justice system, exploitation, displacement and multiple disadvantage. These are broad community-benefit aims; admission to the accommodation still depends on the individual eligibility, risk and suitability criteria set out below.

Intended community benefit

Stable accommodation and structured support aim to help people sustain tenancies, access appropriate services and progress towards greater independence. These are community-interest objectives, not reported performance results.

Surplus and reinvestment

The CIC37 declaration proposes reinvesting any surplus into community-interest aims, including accommodation development, property standards, support, training and partnerships. Any transfer to another organisation is stated to be to an asset-locked body or with the CIC Regulator’s consent.

Corporate document status: The supplied CIC37 form records RSPUKK Limited as the existing company name and Right Step Living CIC as the proposed name. A conversion declaration is not itself proof that the conversion or name change has been registered; the current Companies House record should be checked before describing it as complete.

02 · Rationale & experience

Learning from
housing barriers.

The founder has worked in probation, prison services and Nacro, including as an Accommodation Adviser helping prison leavers and offenders secure housing. This first-hand experience highlighted barriers such as landlord reluctance to accommodate people with offending histories and limited social housing availability.

Context for the serviceThese experiences inform RSL’s approach. Current local demand and referral volumes have not been independently validated.
03 · Intended client group

Individual needs.
Clear boundaries.

The service is for adults aged 18 and over with identifiable needs for practical housing-related support who can live safely in shared accommodation with planned staff contact. Its specialist focus includes prison leavers, adults experiencing homelessness and adults with mental health-related housing support needs.

A criminal history or homelessness alone does not establish eligibility.

01Needs assessed
02Risk considered
03Fit & capacity checked

The service is not a substitute for Approved Premises, clinical treatment, personal care or 24-hour staffed high-risk provision.

04 · Support offer

Practical help.
Planned around each person.

Support responds to assessed housing-related needs and individual goals. Support frequency is determined by individual plans and service capacity; this website does not state fixed hours or staffing ratios.

02

Planned one-to-one help with tenancy sustainment, budgeting, household routines and independent living skills

03

Prison release and resettlement planning when a referral is made before release

06

Regular reviews, safeguarding responses, incident escalation and move-on planning

Individual support planningSupport plans and frequency are matched to assessed needs and service capacity. Current placement availability is confirmed through the referral assessment.
05 · Referral & assessment pathway

Individual referrals.
Careful decisions.

Referrals may come from West Midlands Probation Service, prison resettlement teams, Nacro and other commissioned providers, Coventry Housing and Homelessness Services, Adult Social Care and relevant charities. These organisations are potential referral sources; no referral agreement is represented as confirmed.

01

Document needs and risk

Gather information for an individual needs and risk assessment, including licence conditions where relevant.

02

Check suitability

Consider resident compatibility, support needs, funding checks and whether the service can safely meet needs.

03

Record the decision

RSL records the admission decision. A referral does not guarantee a placement; suitability and current availability are confirmed individually.

06 · Accommodation & property management

Safe homes.
Responsible management.

Right Step Living CIC provides shared accommodation. Property standards, licensing and clear management responsibilities remain central to safe housing.

Property compliance areas

  • Planning and HMO licensing requirements
  • Fire safety, general safety and property standards
  • Insurance and repair responsibilities
  • Management arrangements and lawful occupancy agreements

Exempt Housing Benefit is subject to the local authority’s decision on each relevant claim; no property or claim should be described as approved without that determination.

07 · Safeguarding & governance

Safe practice.
Clear accountability.

Safeguarding, risk management and clear accountability are integral to service delivery. The framework includes safer recruitment, appropriate checks, staff induction and training, subject to current policy and role requirements.

01

People & practice

Safer recruitment, appropriate DBS checks, staff induction and training.

02

Safety & response

Safeguarding adults procedures, individual and property risk assessments, incident recording and escalation.

03

Accountability

Complaints and whistleblowing routes, data protection and clear case-recording and oversight responsibilities.

Risk management boundaryFor people subject to licence conditions, risk management must be agreed with responsible statutory agencies and remain within RSL’s competence and staffing model.
08 · Staffing & service delivery

Support delivered
to assessed needs.

Staffing and management arrangements are set to service needs and capacity. Individual support frequency is agreed through assessment rather than advertised as a fixed weekly allowance.

Service delivery responsibilities

  • Management cover and out-of-hours response
  • Staff qualifications and training matrix
  • Who delivers support and who supervises it
  • Accountability for case records, safeguarding and quality assurance

Any regulated personal care would require separate consideration of CQC requirements.

09 · Outcomes & monitoring

Measure what
matters to people.

RSL tracks service outcomes to understand progress, identify gaps and respond to residents’ needs.

Accommodation sustainment Engagement with support plans Referrals to health and specialist services Progress on independent living goals Incidents, safeguarding responses and planned move-on outcomes

Outcome reporting and targets are shared with commissioners or partners where applicable.

10 · Funding & commercial information

Clear funding.
Individual decisions.

Accommodation income, eligible service charges and support delivery funding are distinct. Exempt Housing Benefit is subject to statutory criteria and individual determinations; it does not itself fund general support costs.

£
Housing Benefit is determined claim by claim

Coventry City Council has advised that it will not give preliminary eligibility or rent decisions for non-operational schemes. Exempt Housing Benefit remains subject to statutory criteria and the local authority’s decision on each claim, based on evidence supplied. Accommodation and support costs are modelled separately.

11 · Partnership opportunities

Looking for the right partners.
Building better routes together.

Right Step Living CIC is seeking partnership discussions with Coventry Adult Social Care Commissioning, Housing and Homelessness Services, West Midlands Probation, prison resettlement teams, accommodation providers and relevant charities. We welcome conversations to validate local need, strengthen referral routes and explore support funding.

01Connect people to suitable accommodation and support
02Coordinate with relevant statutory and community services
03Explore sustainable referral and funding arrangements
Open to partnership discussionsThese are prospective relationships. No referral agreement or commissioning arrangement is represented as already in place.
12 · Placement assessment

Every referral is reviewed.
Suitability comes first.

No placement is automatic. RSL assesses suitability and confirms current availability before making a placement offer.
